Rolla City Code, Article 35-162 requires RMU to contribute to the City’s General Fund a Payment-In-Lieu-Of-Tax (PILOT) on gross receipts of basic water and electric. RMU customers see this fee as a line item on their utility bill. Rolla City Council has currently set the PILOT for electric and water at five percent (5%), effective November 1, 2012.
